The Mexican Delegation proposed within the GAFILAT GTFT framework a regional exercise on the risk of terrorist financing (TF) in non-profit organizations (NPOs). This report gathers guidelines and challenges identified in the implementation of measures to prevent the abuse of NPOs for TF, in accordance with FATF Recommendation 8 (NIR). It is based on FATF Recommendation 8, the Interpretive Note, the GAFILAT questionnaire, and the Joint CTED and Analytical Support and Sanctions Monitoring Team Report. The document addresses risk assessment, identification of the NPO subsector, risk-based measures, unintended effects of inadequate standard implementation, and key challenges identified in the region.
